            <title><![CDATA[Reflections on the Polish Presidency of the Council of the European Union: Climate and Energy]]></title>

        When the Polish government was preparing to preside over the Council of the EU, no one had suspected that this Presidency would come in such a difficult time for Europe. When Poland was trying to increase its partners' interest in issues of the Eastern Partnership, the revolution in North Africa started. When Poland wanted to sign an association agreement with Ukraine, its president Viktor Yanukovych began the trial against the former Prime Minister Yulia Timoshenko, which put an end to Ukraine's closer relationship with the EU. When Poland was preparing for talks on increasing the cooperation in external energy security, the eurozone became endangered and it was necessary to take actions that would save it from collapsing.<br />

            <title><![CDATA[Pole Position: The Polish Presidency of the EU Council ]]></title>

        <span>The Polish Presidency of the EU Council started with<span>&nbsp; </span>high expectations on the part of other Member States and EU officials. At the outset of its Presidency, Poland enjoyed a good reputation because of its economic performance during the crisis (in 2009 Poland was the only country in the EU to achieve economic growth) and also because of its very pro-European society (over 80% of the Poles support their country’s membership in the EU and two thirds believe that this membership is something good). The government in Warsaw was perceived as well prepared for the task of pushing the EU agenda forward</span>.

        The Polish government announced that the Polish Presidency of the EU was a success. Prime Minister Donald Tusk’s speech before the European Parliament where he summed up the six months of the Polish Presidency was well received and highly appreciated by the parliamentarians. The leader of the Progressive Alliance of Socialists &amp; Democrats in the European Parliament, Martin Schulz, claimed that: “the Polish Presidency has undoubtedly been one of the best in recent years”. But has it really? What actions were undertaken during the Polish leadership? And particularly, what happened to equality as a priority of the Polish presidency?

            <title><![CDATA[The Sovereign Debt Crisis or Sophie’s Choice: On European Tragedies, Guilt and Responsibility ]]></title>

        <span lang="EN-GB" style="position: relative; top: -4pt; ">The year 2011 will probably be known for its quick succession of Euro
        summits. They all had a similar, tragic outline. Every summit started with good
        intentions: this would be <em>the</em> summit
        bringing <em>the</em> solution for <em>the</em> crisis. As a result, expectations ran
        sky high and financial markets lifted. As the summit came closer, expectations were
        moderated, ballyhooing tempered, rumours about failures spread, and possible
        solutions were put into doubt. During – or just before – the summit, it became clear
        that although some solution was to be expected, it definitely would not be <em>the</em> solution.</span>

            <title><![CDATA[The Triumphal Failure of Greece: A Report from the Eurozone’s Ground Zero]]></title>

        <p class="MsoNormal"><span lang="EN-GB">The Greek crisis is
        essentially a déjà vu of the subprime loans catastrophe, which hit the <st1:country-region w:st="on"><st1:place w:st="on">US</st1:place></st1:country-region> in 2008,
        leaving the global economy in disarray. The obvious difference is that, in this
        case, the insolvent borrower is a state. Other than that, the similarities are
        striking: the sudden realisation that the Greek debt was </span><span lang="NL">‘</span><span lang="EN-GB">toxic’ initiated a crisis of
        trust in the financial system, due to the uncertainty over the exposure of
        major lending institutions to bad loans and raised doubts regarding the
        solvency of other developed states in the eurozone. The quality of sovereign
        bonds portfolios became ‘anyone’s guess’, or, to put it more precisely,
        anyone’s speculation. The immediate effect of this crisis of trust was the rise
        of interest rates in interbank and sovereign loans, resulting in a liquidity
        shortage and, perhaps, a double dip recession in 2012. <o:p></o:p></span></p>

It takes place within a context of total impunity and particularly affects many Latin American states. The main task of the Strategy Meeting that followed the fourth conference on feminicide in the European Parliament on 3 March 2011 was to define concrete activities to be undertaken in the period before the next EU and Latin American and Caribbean Summit that will take place in Santiago de Chile in June 2012.  </p>

        <p>The global economic crisis has not been overcome; its character has merely changed. For us parliamentarians, its most tangible characteristic is the smoldering debt crisis in some Euro <br />
        countries. Similar to the crisis in the banking sector, the European government debt crisis is typical of a large-scale financial crisis, the “Second Great Depression,” and managing it has to <br />
        be addressed in this context. If it were only an uncontrolled government debt accumulation in Europe, then it would now be appropriate to simply apply debt brakes to manage the public debt, <br />
        and to work with stronger sanction options. But would this have prevented the problems in Ireland or Spain? No.

            <title><![CDATA[Monika Czaplicka Let’s Play Fortune-Teller: Civil Partnership in Poland ]]></title>

<P><SPAN lang=EN-GB>On 17th May 2011 the SLD (Polish Social-Democratic Party) announced &nbsp;that it had prepared a civil partnership act. This is important to know because to date there are almost no legal regulations concerning gay people in Poland. The only act containing the words ‘sexual orientation’ is a law from 2004 prohibiting discrimination at the workplace. This law owes its existence to several circumstances. Firstly, it is due to the fact that Poland joined the EU and had to comply with the <I>acquis communautaire</I>. Secondly, at that time there was a first attempt to pass a Civil Partnership Act in Poland – Senator Maria Szyszkowska wrote a statute which passed the Senate and had a possibility to pass the Sejm (the Lower Chamber of the Parliament) as well. It didn’t because Wlodzimierz Cimoszewicz, then Marshall of the Sejm, didn’t put it to the vote. Before that, in the year 2000, the SLD tried to get a Cohabitation Act ratified – it didn’t become a law as a result of social discord. The act proposed this year is the third attempt to vote for a Civil Partnership.</SPAN></P>

        <p class="MsoNormalCxSpFirst"><span lang="EN-GB">“Civil
        society” is a term that has been eagerly used and abused, ever since the Polish
        political transformation of 1989 took place. Within the confines of a
        conservative-liberal fantasy, private foundations and church groups were
        supposed to take over many functions previously taken care of by the “welfare
        state” (albeit one defined in a particular, “real-socialist” manner). And thus,
        it was thought best to replace the actual welfare with the eagerly touted
        “charity” and hand over the schools to various non-governmental organisations.
        Even though this fantasy was ultimately never realised, it was still
        successfully promoted as a model of sorts: an ideal everyone should aspire to.<br />

Croat accession negotiations to the EU have now officially closed; the next phase is the drafting of the accession treaty, followed by a referendum in Croatia and ratification in the EU’s 27 national parliaments. Then, hopefully on 1 January 2013, Croatia will become the EU’s 28th Member State. This is probably going to be by far the greatest legacy of the Hungarian Council presidency.</SPAN></P>]]></description>

        Working out a compromise between the Presidency of the EU Council and the remaining Community institutions will certainly prove a challenge for Poland, which assumes EU Presidency as of 1 July 2011. Although the Presidency no longer formally represents the European Union in relations with third countries, it can still influence many of its internal and external policies, albeit on a lesser scale. As was aptly observed by Minister Mikołaj Dowgielewicz, the official in charge of the Polish Presidency, its role is not reduced to attending cocktail parties.

        the European Systemic Risk Board (ESRB) came into force.  The ESRB is
        an independent EU body responsible for the macro-prudential oversight of the
        financial system within the EU. It contributes to the prevention or mitigation
        of systemic risks to financial stability in the EU and will also
        contribute to the smooth functioning of the internal market.</span>

        All around the world, mining has led to resettlements of the local population<a name="_ftnref1" href="#_ftn1"></a>, drinking water contamination by cyanide spillages<a name="_ftnref2" href="#_ftn2"></a>, large reduction of farmland, inadequate compensation paid by mining companies, and waste dumps near resettled villages result in health problems and the loss of traditional jobs such as agriculture and pastoral activities at the place of extraction. Several paragraphs of the European Parliament resolution of 18 May 2010 on the “EU Policy Coherence for Development and the Official Development Assistance plus” concept are undermined by the European Commission's Raw Material Initiative.&nbsp;

        &nbsp;On 3 March 2011 the fourth Conference on Feminicide took place in the European Parliament (EP) following the EP resolution on the murder of women (feminicide) in Mexico and Central America and the role of the European Union (EU) in fighting the phenomenon (2007/2025(INI)) adopted in October 2007.&nbsp;The conference took the opportunity to assess the current situation in Latin America and the implications of EU policies in this regard, and to formulate demands for concrete measures to be taken by EU institutions that are required to tackle feminicide in an effective and coherent manner.

            <title><![CDATA[The Belgian Presidency of the European Union in Retrospect ]]></title>

        In the past months, the resigning Belgian ministers led thirty-six formal council meetings and sixteen informal meetings.  In addition, Belgian diplomats, experts and officials chaired the working parties and committees that prepared all these meetings.  We are referring here to 1943 formal meetings of council working parties besides many more informal contacts.  Belgian ministers represented the council in the European Parliament, in the European Commission and at multilateral meetings on all kinds of issues, throughout the world.  <br />
        Most observers agree that the Belgian presidency was a success.  This is not self-evident.  Indeed, at the start of the presidency there were quite some uncertainties.  In July, Belgium had no full-fledged government.  Never before has the European presidency had to begin under a caretaker government.

            <title><![CDATA[The Belgian Presidency of the EU: Foreign Policy Priorities]]></title>

        Belgium assumed the rotating presidency of the EU at a very difficult time of transition for Europe.  On the one hand, the international economic crisis which erupted in 2008 is far from over and is giving rise to global tendencies towards political instability; and on the other hand, the new mechanism of the Treaty of Lisbon reinforcing the role of the EU in the world has not been implemented entirely, resulting in a partial re-nationalisation of the foreign policies of member states.  These external and internal uncertainties require particular skill on the part of the rotating presidency in balancing innovation with continuity, new institutional structures with the inevitable inertia of the preceding institutional practices.

        <p style="margin: 0in 0in 0pt;">When Barack Obama was elected president in 2008, expectations were raised for a new political era.  At home, many Americans hoped for an end to political polarization and the so-called culture wars.  Abroad, millions more looked forward to America’s recommitment to engagement and consultation with the rest of the world.  As the 2010 congressional elections approach and the midpoint of Obama’s four-year term looms, it is a good time to reassess such expectations.  Are they on the way to being realized?  And if not, why not?         In co-operation with the National Democratic Institute, the Heinrich-Böll-Stiftung (European Union and Moscow offices) organised a capacity building in Brussels for a group of politically-active and socially-minded youths from all over Russia. The Young Russian Leaders 2 Brussels (YRL2B) programme aimed to provide an insight into the workings of the EU institutions, European NGOs and youth organisations at the European, national and local level. The YRL2B participants were thus offered examples of best practise and innovative ideas for implementation in their own organisations in Russia. Two participants, Irina Fedorenko and Konstantin Ivanov have each written a report.

        During the second half of 2010 Belgium will hold the presidency of the European Union.  It will be the twelfth time it has held this role since the start of European integration in the fifties.  Despite the decreased importance of the rotating presidency and reassuring words that Belgian diplomats have a great deal of experience in European matters, it is not ideal to begin a presidency with ministers who have resigned.  This will be discussed along with some of the paradoxes in Belgium’s European policy.

Europe was able to persuade other developed countries to push ahead with initial commitments under the Kyoto Protocol despite the US withdrawal.             <title><![CDATA[Fit for Gender Mainstreaming – gender-sensitive transcending of borders between East and West]]></title>
            <description><![CDATA[<img style="float: left; margin: 0px 5px 5px 0px" src="http://www.boell.eu/images/pics/EU-Projects_BP_Fit_for_Gender_80x80.jpg" alt="" border="0" />The EU helps ensuring the implementation of gender equity and gender equality in the Member States. One example of this is the present co-funded EU project which fostered the exchange of experiences on various gender-political approaches, procedures and best-practice examples by virtue of a cross-border East-West dialogue-based training measure for multipliers as well as by offering and organising public information events and expert meetings. The project thus supported the implementation of the gender mainstreaming strategy at regional and local level and sought to promote common learning in and by Europe. It examined the gender equality of women and men in everyday life, reflected the strategies, tools and methods used, and lent fresh impetus to their further development.]]></description>

However, the later developments, exacerbated by Georgian-Russian military conflict of August 2008, proved that the expectations were too high. Currently Georgia faces new challenges and there is a growing need for more efforts to reinforce the democratic institutions in the country.]]></description>
